1. About the Strength. Remove the part where you can learn about the ability's weakness. You'll just learn the power's(Yes, replace ability with power) description. Through that data, you're supposed to come up with the weakness through your own conclusion, which should be done through RP.

2. Include a range.

3. Also, does the power immediately tell you someone's ability through a glace, or you need to actually see it in action first?

4. Do you need to concentrate to perform this power, or you can do it easily like the back of your hand?

Also, I think I answered your questions here:

It won't take long for the user to gather the information (up to 3 seconds) though the user will have to keep his eyes on the person during these 3 seconds if we wants to successfully gather the info.

The user doesn't need to see the power in action and can gather the information in 3 seconds (so not really a lot of concentration)
